I've gone through the forum pretty extensively looking for a solution to this problem, but have yet to find one. I'm using the Paypal Express Checkout module.
I'm running an eCommerce site from China focussed on servicing expats living in China. The bulk of these customers have Paypal accounts registered overseas to their home address and credit card, however they've been inputting their local Chinese shipping address in our system for deliver purposes. Obviously this is causing a mismatch, which is causing either Paypal or their local bank to block the transaction.
I've had about 10 discussions with Paypal MTS over the past week, both through their ticket system and this morning on the phone. Their latest suggestion is that I disable Zen Cart's ability to send the customer's address to Paypal for verification. That way the system will simply use the Paypal address on file and should allow my customers to complete payment without issue.
I've been told that doing this will leave me unable to dispute chargebacks, should a customer claim that an item hasn't been delivered. However, based on teh customers I generally do business with, that should be a very small risk.
Is there an easy way to disable my cart's ability to send the address when using Paypal Express Checkout? Which file should I look at and which lines should I remove?

PS - I've already updated the system with the following fix, by changing the value below to 0, but it hasn't solved the problem.
For now, please disable this variable: [ADDROVERRIDE] => 1
