Free shipping image not appearing on product pages.

For some reason, the free shipping image is not appearing on product pages that are set to have "always free shipping"

I've confirmed that I have an "always-free-shipping.gif" file saved to my own template directory under /images. (the default_template/images directory also has an always-free-shipping.gif file)
A product that should display this image is:

I have not customized or changed the tpl_product_info_display.php file.

Shop is being rebuilt onto v1.5.1 using my existing database from my 1.3.0.2 shop

Before I posted the original request I had searched this forum and reviewed the threads that were similar for other versions of Zencart.

I've confirmed that the tpl_product_info_display.php has the correct code included (even though I do not have a customized version of that file called out for my template).
I've confirmed the naming of the gif, and the location of the gif file. I've also deleted my personalized gif and tried to see if it would pick up the default one with no luck.
I've confirmed that the product is set up for always free shipping (and also that the free shipping module is installed, though I wouldn't think that that would matter).

The original link I used as an example is no longer valid as it seems downloads are automatically recognized as free ship items with this version of zencart

http://spritelygoods.com/zencartv151...roducts_id=201 is a physical item that has to be shipped, that is tagged with address required, with always free shipping yet the free shipping gif image does not appear.

did some additional digging and it seems there is either a new setting or something that didn't covert over when I did the database conversion.

In under Catalogue: Product Types, the following was not enabled for the product type in question:

learning new things with v1.5.1 that are new or that I've completely forgotten from when I first created my shop on 1.3.0.2
