How Do I Update the Header When Checking Out?

When checking out, there is a 3 step process that is:

Step 1 of 3 - Delivery Information
Step 2 of 3 - Payment Information
Step 3 of 3 - Order Confirmation

I am wanting to rename these headers, as there are really 4 steps in PayPal and when they pay by CC. Any insight on where these headers are defined?

Paste the text you want to change in Tools > Developers Toolkit and search the appropriate files. Among the results will be the file and line number where the text is defined.
Then download and edit the file, save and re-upload to your template override folder.
