I would say the scanner is being lazy if they take the fact that v1.5.1 is not *certified* to mean that it is not PCI *compliant*. As the devs have pointed out in comments and documentation, any user changes in the template also nullify the certification and need to be "self-certified". Thus, the scan needs to be based on actual review and not just labels.
