I haven't had a customer sign in and try from the region the store is based out of (New Jersey)
Are you just selling in New Jersey??
If not, check the module settings for "Zone" applied and make it none

Disabling will only confuse customers that want to buy but can not

Make a test customer yourself using another email address that is in the selling region
