    In your first post you implied that you're using Avalara to handle your payments, but in your post above you just said that you're only using Authorize.net.

    So ... which is it?

    I don't know Avalara, so I assume they're doing the payment collection for you and handling your taxes magically, and thus nobody's doing any real payments via your actual website. And if that's the case, then you'll need to get whoever wrote the Avalara module to write it correctly so that it properly presents payment choices (EVEN IF IT'S JUST A GENERIC LINE OF TEXT THAT SAYS "Pay by credit card on next screen" if Avalara is handling payment after-the-fact.

    Avalara just does the tax calculating for the order and have nothing to do with the payment gateway. They basically calculate tax and communicate with the corporate bean counters and works within their accounting software.

    I'm not, I'm just trying to get rid of the message that says we aren't taking payments from your region at this time (image in the first post).

    That message only appears when no available payment methods are found which can be activated by the zones or other criteria defined in each payment module for making it available.
    Most of the time when it appears it's because the customer's billing address is outside the scope of restricted address zones assigned to the module. In your case it sounds like you've changed how the address/zones system works, and thus you've left the system in a confused state.
    If you're going to change how the zones code works, then you'll have to change *all* of how it works.

    Looks like I tracked down the issue. It was the configure file which needed to be edited as per these directions:
