Add handling fee for different location on only certain products

I started looking into this last night, searching Google and then here. I need to add a handling fee to only a select few items (40 out of 250 or so) and ONLY if those items are shipping to a certain location.

If a user orders a this product shipped to Canada = No handling fee
If a user orders a this product shipped to USA = $8
If a user orders a this product shipped to International = $48

It is a really long boxed item, so costs more to ship this than all other items in the store.

I found one solution using Numinix Product Fields module, then creating a new product type for this item, then recreating those 40 items under that product type. A fair amount of work, but doable if it works right.

However, unless I misread something that will only allow me to set 1 extra handling fee, not 2.

Is there a solution, or something obvious I am missing?
We are using ZenCart 1.39h and Flat Shipping rates.

This can be handled by Advanced Shipper by Ceon, it does all this out of the box.
