Shipping Countires and Zones and Table Rates

Is there a "how to" or a FAQ on setting up the built in shipping features of zen cart?
I've searched the forums and the FAQ section.
I did find lots of add-ons, but not sure I need them.

To keep this simple, say I have a table rate shipping rate set for
$0-10 order = $3 shipping
$10.01-20 order = $4 shipping
etc...

But I want to add $2 additional shipping fee for all international orders.
How would I do this?

I would "clone" the table rate shipping module and name it intl or something similar

Setup zone for std shipping - Setup zone for rest of the world(intl)
Select std zone in std table rate
Select other zone for intl shipping adding a handling fee in the module setup

In the shipping module I'm only using the "table rate"

Could I use the the "table rate" and "zone rates" in the sipping module?
Of course I would have to edit the zone rates (see below)

Zone 1 Countries
Comma separated list of two character ISO country codes that are part of Zone 1.
Set as 00 to indicate all two character ISO country codes that are not specifically defined.
US,00 (std shipping table rate for US and 00 for all other countries)

Zone 1 Shipping Table
10:3,20:4 ( etc....)

Zone 1 Handling Fee
Handling Fee for this shipping zone
2 ($2 for all other countries besides US)

Handling Per Order or Per Box Zone 1 (when by weight)
Do you want to charge Handling Fee Per Order or Per Box?

Order ( I would select per order)
Box

Then I would blank out all zone 2 and zone 3.

Would this work?
