Error Checking out - goes back to step 2

I have noticed what appears to be issues lately.

Customers will be on shopping cart and will proceed to step 3 of 3 of the check out process and then it goes back to check out, they try this 2-3 times and then simply leave the site.

Something appears to be looping them and preventing them from checking out

i had one customer tell me they has this issue when trying to checkout using paypal instead of entering credit card info. When they entered credit card info it worked fine

Try editing your paypal module - copy/record all information
Un-install the module then re-install putting back information

we tested this at the office putting it as a pick up order so It would not charge a card and when we placed the order we still got the error page but the order was recieved.
