I'd like to add A Place For Comments on my home page

I’d like to do something on the home page that invites comments and changes on a weekly basis, or more frequent. I might do something like this:

My top 10 fragrances:

1. Light Blue by Dolce & Gabbana
2. Paloma Picasso by Paloma Picasso
3. Sung by Alfred Sung

And so on, and then ask viewers to comment with their top ten favorites. How would something like this be set up? I definitely want it on the home page, but any ideas on where it should be placed? Would there be archives? Is it neccessary?

Also, in between viewers comments, I’d definitely want to be able to interject a comment of my own.
