Problem Installing Local copy

The Zen Cart startup processing first looks to see if there's a file named /includes/local/configure.php (or /YOUR_ADMIN/includes/local/configure.php for your admin's operation) and uses that file instead if the "standard" one.

Glad to help! That little built-in "override" has helped me keep my hosted and localhost'd versions in-sync for the last couple of years!
