Category and banner image alt tags

Just want to confirm that category and banner image alt tags "should be" dynamically generated by image file name? And otherwise, they are not something that can be easily added to the generated page code if the category and/or banner image alt tag is blank?

We have a SEO company doing work for us and they are quite stumped at the fact that I can not quickly go in and add missing alt tags. So if they are correct, and I should be able to quickly and easily add these, advice on how to do that would be appreciated.

Depending on the template you are using, many things are possible. Especially if the alt tags are missing on categories.
