When you've specified a "Payment Zone" and the current shopper's billing address doesn't fall into the geographic regions defined by the zone-definition you specified, then the module will be disabled for that purchase.

So ... either change your paypal module's "Payment Zone" to "--None--",
or go into Admin->locations/taxes->Zone Definitions, and ensure that your "US" zone actually has all the relevant states associated with it.

this is a canadian store and when I try to test the store by trying to get a free item I get the error message too. What can we do. owner changed hosts, the database got corrupted so we had to install the store fresh. Only mods installed are IH3 and Zen-lightbox

I can't make that error appear using either a US or Canadian address with a free product. I did notice that you don't have the State field activated for US addresses which should cause the address to fail.

If you're purchasing only a "free item", then it won't have anything to do with PayPal.
To allow checkout with a "free" shopping basket, you must enable the free-charger payment module, since that's the module that handles "payment" when the cart's content is entirely free.

So, your problem isn't necessarily that you've defined the wrong zone for your payment modules. Instead, yours is because you've not enabled any payment modules that are capable of handling the payment you're trying to do.

Thanks for the help guys...I see though she finally got it to work...seems that she had not had the attributes done right either but now it is working...and yes we did have the free charger activated...

lately it has been like the twilight zone around here, things do not work then as mysteriously as they started, they suddenly work again.
