noticed there is under the docs file a reference to what is new under version 1.3.8 so wondering if that isn't the version

Do you also have a backup of the database???

You should be able to determine version by viewing the table "project_version"

If the file ends wqith a .sql then you can open it directly in a code editor like notepad++

If it is a zip or tar.gz file then you will have to expand it first

    It is not a file

It is a table in the database

If you do not have a database backup you only have about 10% of a backup being the files only
