Problem with Super California Tax

I have a problem with my sales tax not using the delivery/shipping zip code when completing a purchase. I have tried to change the $ot_city_tax_basis = "delivery"; but it still tries to use the billing address not the shipping. Our stores are in California for the most part but we ship anywhere in the USA. I have looked for hours on this with no luck, please help. Thanks

What are your admin settings for Configuration->My Store->Basis of Product Tax and Basis of Shipping Tax? It sounds like you want them both to be set to 'Shipping'.

Yes the Basis of Product Tax and Basis of Shipping Tax are set to shipping... Inside of the ot_city_tax.php file it reads the following.

// set the following value to "delivery" to charge tax based on the shipping postcode
// set to "billing" to charge tax based on the billing postcode
// THIS WILL OVERRIDE ANY SETTING MADE WITH THE ADMIN CONFIGURATION TOOL
$ot_city_tax_basis = "delivery";

And that two is set to "delivery"
