No, this is not built-in functionality. If you use Better Together, you can do a "Buy one, get one at a discount" type offers, but the discount is expressed as a price reduction off the second item, not as a final price for the pair.

Thank you very much, I believe I could set it up to make it work right. I just tried searching and wasn't able to find it. Do you know where and how I would go about getting it? Edit I FOUND IT THANK YOU SO MUCH
