USPS Options Changing

I have a site that has been working fine for 5 years. Recently the shipping module started to act up. When you select standard post and go to the payment section, the selection is changed to Express (most expansive option) and there does not seem to be any way to change it back.
This is on a 1.3.7.1 install (for a variety of issues including how he wants to process credit cards)
I have uninstalled USPS module and downloaded USPS V15 Rate v3 B. (I understand that this module works with older versions)
I then re-installed USPS mod from Admin Control panel.
Although I cannot replicate the issue any more when I do a test order, several people a day write to say that they did not place an order due to the problem with the postage and orders have dropped from 50 plus a month to only a handful. We added ups but their rates seem quite high.

Nobody has version 1.3.7 loaded in any fashion as it is over 6 years old and has known vulnerabilities that allows it to be hacked

You should be using the latest USPS module for correct shipping quotes

Could you uninstall the USPS that you installed and download and install the current version of USPS January 27, 2013:

I uninstalled, downloaded, FTP'd and reinstalled and so far it looks like my test order is working. I guess we will see what happens with orders today.
My next task is the dreaded upgrade which has been put off as there are many files that were edited outside of the template structure.
