Sending email in bulk?

My web hosting say : If you can split it up and only send to 700 of them right now, then wait an hour and send to another 700.

Ask : can give me more to 5000 per hour and i pay extra ?

Ryan P.:Unfortunately no, the most you could do is upgrading to our pro hosting account which allows 2000 emails per hour you can send.

My q : How can split the email every 700 per hour to my 4700 customers ?
