Default USA State Sales Tax help

I have Zen 1.5.0. I know there are lots of posts about this; I have already read most of them. I need Sales tax based on delivery address in one state only; when an order is shipped to the state the money is collected in. I have followed the instructions here http://www.zen-cart.com/content.php?...single-rate%29 , and here http://www.zen-cart.com/wiki/index.p..._-_Tax_Classes , to the best of my ability, and double-checked and triple-checked; and tried to troubleshoot using this http://www.zen-cart.com/content.php?...should-i-check , and even followed these instructions http://www.siteground.com/tutorials/...encart_tax.htm . It must be something that I am doing wrong because I have tried to get sales tax to work on 3 different zen cart sites. One using Ceon Advanced shipper module, one site that has free shipping, and one that has flat rate shipping. I went to each site and added the 'tax class' to a single product for testing, but no sales tax calculated when I bought that product. I noticed that the "TAX" field didn't show up in the checkout cart until I told my shipping module what 'tax class' to use, but even when it shows up the rate is showing 0%. I have only added one zone (in addition to the Florida that is already there) in each of the three sites. California on 1 site w/ 8.25%, Virginia 5% on the other 2 sites.. (when I add the tax% in the 'rates' field, do I actually put % ie: 5%;;;;; or just the number, ie: 5 ? -- I just put the number) . Do I need to go somewhere "else" in the admin and tell each 'zone' what zip codes the state has or something? What do I set 'Priority' under 'New Tax Rate" to, or does that matter?. Any help in the right direction would be greatly appreciated. Thanks!!

Ceon Advanced Shipper Module has lots of settings, so I am not sure which settings to tell you about, but when I select edit on the "method #" that is applicable to a specific product that I am trying to purchase (different 'methods' can be assigned to different products), there is another 'edit' button for {"Region 1".. Definition Method - Address Matching} ,, when I hit that 'edit', under 'Rates Configuration', the first field is "Tax Class:' it says "this is the tax class to be used for the shipping rates for this region.".. and there is a drop-down that displays the two Zones on my site (Virginia, that I created; and the Florida that was already there). I have "taxable Goods" selected (which is for my VA zone) [[[btw, I changed the Florida 'name' to FL Taxable Goods, because every time I try to select a 'tax class', they both said 'Taxable Goods', and I couldn't tell the difference between FL and VA]]].. when I go to check out, with shipping to Virgina address, it looks like this ...................................

    Qty. Item Name Tax Total
    1 x LED Crystal 3W Special Efect Light 0% $116.00
    $116.00
    Sub-Total:

    $15.24
    Shipping (UPS - Ground ($15.24) (8Lbs)):

    $131.24
    Total:

On another site I have the 'flat rate' module enabled, and the shipping settings are.... shipping costs $5; Tax Class 'Taxable Goods' {again, I named the Florida zone "FL Taxable Goods" as to not get them confused} Tax basis "shipping" ; shipping zone "none" sort order "0"..

and I believe that's what I have on the site with Free Shipping, but I can double check if you need me to.

I DID go to an individual product on each site and choose "Taxable Goods" next to Tax Class (again, making sure "taxable goods" was for the Virginia Zone that I set up), and purchased THAT specific product..

I can try to do screen shots if you need me to.. just let me know which shots you need. Thanks!!!

NOTE on above post.. the Columns are off on ......
    Qty. Item Name Tax Total
    and 1 x LED Crystal 3W Special Efect Light 0% $116.00
...the 0% is just below the word Tax on the checkout page.

Ok, I have everything working... I try to be thorough before seeking help here, but I missed something simple. Under my locations/taxes / tax rates , the "tax class title" for the (built in) Florida Zone was displayed under my new VA Zone, I suppose as a default... and because the name was the same (before I changed it), I didn't notice the (wrong) "tax class title" was for the other zone. Once I changed that, all websites started working. Once you asked what my settings were, I started looking REEEEEEEEEEEEEEEAL close.... Thanks for the help.

    zc1.5.1
    Multisite v1.0

Correct me if I am wrong. From my understanding, all USA based online retailers now have to charge sales tax on all sales transactions regardless of purchase state or location, by October 01-2013.

Does anyone know how to configure configure zc 1.5.1 with Multisite v1.0 to charge sales taxes on all sales made by on the site? I am really confused on this point.

Any help and input is greatly appreciated

I don't think that the marketplace 'fairness' act has kicked in yet.

To the OP, I use CEON's Advanced Shipper module and Taxcloud's tax solution for intrastate transactions and tax reporting.

Too many variables trying to determine city, state taxes without it.
