Are the following pages: paypalwpp.php and paypaldp.php the only pages that can effect changes to the PayPal Express settings?

Strictly speaking, neither of those files you mentioned are "pages" in any sense of the word.
Which begs the question: what's all the background thinking process and the business issues that brought you to the point of asking this particular question?
ie: what are you *actually* wanting to do?

I apologise for the incorrect word used. I am asking the question in response to an ongoing issue I have with PayPal Express Checkout which you did help me with previously. However I applied the code that you kindly sent but it has not fixed the problem - so I must be doing something wrong. I thought maybe I hadnt applied the code to the correct file(s). One of the steps you mentioned to me was:"the end result when added to the PayPal EC module is". My question stems from my not understanding which files make up the PayPal EC Module - I located paypalwpp.php and paypaldp.php but thought perhaps that these were either wrong or there are more files to update.

I did respond to the previous discussion but never got a response which is why I have tried this route: The below was posted on 27th March....

I have copied this code to the paypalwpp.php and paypaldp.php pages which were the only ones I could find with the code: ( // module cannot be used for purchase > $10,000 USD). I have uploaded the pages but I am still getting the paypal payment option.
Clearly I am doing somthing wrong. Are the 2 pages I updated the correct ones?"
