Question about Image Handler?

I have installed Image Handler. That means what size picture I upload doesn't matter and Image Handler will transfer it to suitable size. Am I right?

yes, That how it works. This is also explained in the readme

To a point - One should always optimize their images for the web
This addon just allows the upload of only the "large" image and adjusts it for the other sizes
