wrong shipping price for Indonesia

I have pretty simple setup with shipping. 48 US Lower states get table rate of $6, and the rest of world is being charged based on UPS prices. I got an order from Indonesia paid via paypal where customer got charged $6 for shipping. When i am trying to put same item into my cart and that address and test estimator i get worldwide saver at $91.00. So i was just wondering how did the customer got $6 ?

Do you have an URL to your site and a Ship To address that was used for this customer? We do not need the street address ...
