Specials with discounts

I have an item that is running special, but also has discounts for volume. If the customer puts one item in cart the customer will get the special price. If the customer puts 2 items in cart it will qualify for 5% discount but will no longer receive the special price which is much lower.

I don't want to cut the price any lower with volume discounts by making it apply to special prices. I just want the lower of the two to appear.

So is my only option to go in and stop the volume discount during any specials?
