Free shipping issue

I set admin/modules/shipping/FREE SHIPPING! to "ture" and turn off the other options, because I want a total free shipping for my store. But when I try to checkout, the delivery information show:
"Not Available At This Time
Sorry, we are not shipping to your region at this time.
Please contact us for alternate arrangements."

Appreciate if somebody could help.

The shipping module for FREE SHIPPING! freeshipper works on carts that have 0 weight or products marked as Always Free Shipping ...

Do all of your Products have 0 weight?

If so, check the setting in Configuration ... Shipping/Packaging ... that this is set to Yes

Order Free Shipping 0 Weight Status
If there is no weight to the order, does the order have Free Shipping?
0= no
1= yes

How would this be set to do Free Shipping over a certain amount and flat rate under that magic number?
I am lost as I have never had a client want to do this. Thanks in advance

Everyone. We only ship to the Lower 48 cause I have not figured out how to do international shipping, fairly.

*everyone* is not *everyone* if you mean just the 48 States ...

You could build a Zone Definition for the 48 States plus DC and then add that Zone to the Free Shipping Options freeoptions and set the Total >= XX.XX for the amount that you want ...

Then use the Flat Rate flat shipping and set the Zone for 48 States plus DC ...

Now, if you do not want the Flat Rate flat and the Free Shipping Option freeoptions to show at the same time, you would need to customize the Flat Rate flat shipping module:
/includes/modules/shipping/flat.php

to determine when to hide the Flat Rate flat shipping module based on the amount for the Free Shipping on Total >= XX.XX ....

So how would you like this to work?

Confused - will read over it and wait for client to answer. Basically all i know is
They want:
over $XX.XX free shipping
under $XX.XX flat rate shipping

I do Not understand everything else. And my other employee who does is in the desert with the army......
