Free shipping issue

I believe I found a solution...but need to know if weights are rounded during the UPS rate calculations?

My UPS rates still are not agreeing with the drop shipper...too low if I use RDP and too high if I use CC. Tare adjustments can be used to bring the price within pennies of the cost but the price differences vary greatly between a 1 pound and 15 pound product.

Suggestions?

Solution details:

Turned off everything in shipping except UPS module. It appears that my drop shipper only uses USPS for flat rate and free shipping.

In my excel coding, I made all flat rate and free products zero weight, added the cost of shipping back into the base price and specials price, and hardcoded shipping cost and a note in the product page that says shipping cost are included in the price.

Update:

FREE SHIPPING (not Free Shipping Options) has to be turned on. If only free shipping items are ordered, I was getting an error message that said "We are not shipping to your area at this time".

I also had to change the data feed to indicate that flat rate products will be free shipping.

Still needing suggestions on UPS rate problems???

I'm done Oba-san...thanks for your help. I'll keep an eye on the threads to see if I can find a solution to the UPS rate difference. I really don't think I'll find a solution since my drop shipper has contracted special rates with UPS. Those rates are confidential according to the email I received yesterday.
