If you have just installed Zen Cart Fast and Easy Checkout, and you're trying One Page Checkout and you're getting this message, the problem is that you have not installed the CSS JS Loader. The instructions for the 1.3.9 version of FEC suggest this is optional, but it is required if you wish to use One Page checkout.
You can get CSS JS Loader from Numinix's site.
