By that I mean I have edited the file fine, but do not know where/how to put the CUSTOM folder.

Very simple for this case: What is the foldername of your active template? If you really don't know, look at "view source" in your browser and see what the folder paths are for stylesheets.
The required folder for your custom template will already exist asCode:includes/templates/template_default/templates/tpl_specials_default.php
so you would save the file asCode:includes/templates/your_template_name/
Code:includes/templates/your_template_name/templates/tpl_specials_default.php
