shipping rates no longer work

Go to Modules ... Shipping ... and click on Zone Rates zones ... what do you see in the right hand panel?

all the same information as the current live site.
shipping is enabled, based on price and all the zones and value amounts are there.

It should be shipping up to £20 is £2.50 etc but nothing happens when you add a product and go to checkout.
If i do the same process on my live 3.9 cart it works fine :?

Also, what are your settings in the Configuration ... Shipping/Packaging ...

I've since added the royal mail shipping modules but they dont work either so im assuming there must be something missing between the database talking to the site. I dont know if any previous changes to 1.3 would have made changes to the database, but i would have thought that the upgrade installation should have address any issues or flagged up errors?

just to add i am running a template, i reverted to the default template and nothing changes so im ruling out anything there.

Are you seeing any debug logs in your directory /cache for older versions /logs for v1.5+ ...

If you install the Shipping Module for Flat Rate flat ... does it display?

flat rate doesnt work either.
none of the options do.
there are debug files, i can paste the latest one in here? (created yesterday)
