Specify specific regions in a country for shipping

Hi everyone,
I need some help on how to configure something in shipping modules. I need to charge shipping in specific regions of a country eg greece...As I tried to define zone definitions, tax classes and tax rates...when I go to shipping modules and I select them...I get a yellow button...Unfortunately I don't know exactly what to do here....any help would be apreciated...

i'm sorry what I meant is something else....let me rephrase it...I would like to have different shiiping rates for different areas within a country...How I can do that?

What Shipping Modules do you have installed?

What Zones are the Shipping Modules using?

What are the DETAILS of the Zones providing the specific Zones for each, as in do you have individual details set on your Zone Definitions?

On the Shipping Modules installed, what do you see in the right hand panel for each one?

What are your settings in the Configuration ... Shipping/Packaging ...
