Can I offer free shipping north america wide if order cost > $200 ?

I see there are two shipping modules that handle free shipping of some kind but when I look in the options I don't see a way to set US and CA.

Maybe I've got my shipping zones set up wrong? The zone shipping system has many zones set up but the shipping zones at the end of the free shipping options only lists BC and Florida, which doesn't correlate.
