When I enable flat rate it enables it for international also. I do not want that.

Create a Zone Definition where the DETAILS are the part(s) of the US that you want ...
A search in the FAQs for:
zone
will bring up this listing:

Once you create the Zone Definition for the US with the DETAILS set ... go to Modules ... Shipping ... and click on Flat Rate flat and click on EDIT and set the Zone for it ...
