Combine Free Shipping and Flat Rate Shipping

Hi all;

I was wondering if someone could explain to me how I can set up a combination of Free Shipping and Flat Rate Shipping?
Right now I am using freeshipper so every item to any location ships for free. But I would like to have free shipping to certain
countries and charge a flat rate to other counties. I know I have to setup zones, which I think I have figured out how to do ...

Could someone help with this or know of a good tutorial ?

I would use the Free Shipping Options with your Zone Definition that you create with the DETAILS of who gets the Free Shipping and set the Total >= 0 ...
