    Not in v1.x.x, no.
    What exactly are you wanting to do with REST?

    Mobile app, which needs REST API to give all products details in the form of JSON or XML.

    Which version of zencart has REST API ?

    May I know if old zencart v1.38a support JSON API ? If not, which version of Zencart support JSON API ?

    You can build your own APIs to interact with Zen Cart.

    But there are no core REST or JSON APIs natively built-in to version 1.x.x
    .
