    And I did try changing permissions on cache and logs to 755 to no avail. I otherwise followed the permission setup as recommended on the installation instructions. Perhaps changing all the permissions recommended from 777 to 755 would solve the problem?

    And no, I just changed all of the permissions back to 755 and get the same error.

    Your problem has nothing to do with the license agreement. It displays properly.

    Your problem is that your server is croaking during the system-inspection phase, where Zen Cart tests your server to be sure that it meets the requirements to operate Zen Cart.
    During that phase it tests whether the configure.php files exist and are writable, tests whether other directories (mentioned in the installation instructions) are writable or not, tests whether MySQL can be accessed and tries to determine its version number, tests whether various PHP extensions are present, tests whether .htaccess rules are working on your server, tests whether CURL is functional both in SSL mode and non-SSL mode, and so on.
    Normally it writes the results of the inspection to either the /logs/ or /cache/ folder on your server. But if it's dying before it can write those logs then of course there won't be any such logs.
