Combine Freeoptions with Flat rate

I'm trying to combine my shipping modules but it doesn't appear in my shopping cart on my webpage.
I activate "Flat rate", in order to add in a $2.24 of tracking parcel mail.
I also activate "Free shipping options", in case customers preferred the non-tracking mail without extra cost.
Lastly, I activated "Store pick up", as another options.

But when I tried to go to my zencart store, it only appears "store pick up" but not the other 2 modules.
Can someone advised?

Do you have any Zones set on your Shipping Modules?

If so, when you look at your Zone(s) and click DETAILS ... what have you setup?

What are your settings in the Configuration ... Shipping/Packaging ...

Are any of your Products marked as Always Free Shipping?

Nope, I didn't set any zones.
I set all 3 of them "none" under Shipping zone

none of my products are under "always free shipping" as well.

From what you are describing, you are not using Product Weight to base your shipping on ...

Turn off the setting for:

Order Free Shipping 0 Weight Status
If there is no weight to the order, does the order have Free Shipping?
0= no
1= yes

as you have it set that when the Order has 0 weight that only FREE SHIPPNG! freeshipper can show ...

See if that will correct this problem ...
