Since you're running v1.3.9h, can you go to Admin->Configuration->My Store and make sure the two "CURL Proxy" settings are false and blank.
You do NOT want the proxy enabled.

Okay yes I changed them in the stores back office to False and blank - but it still doesn't look like the shipping is working??? Could it be my cookies showing me the old page? Gonna try and clear them and go back in...
It shouldn't have anything to do with cookies.
In the last zip you posted for Ajeh, with logs, you included a usps.php file.
I'm attaching that file again, after having made some alterations to it so that it puts more info in log files it creates.
So, please unzip this file. That'll give you a usps.php file, which you will need to upload to replace your current /includes/modules/shipping/usps.php file.
Then make sure your admin settings for usps are set to generate log files.
Then attempt to get a shipping quote.
Then go look at the log files it generated (just like you did with Ajeh before), and zip them up and post them here. Just the ones from the date/time range when you do the test. Don't need all the ones from earlier tests.

You need to contact USPS and check that your USPS Web Tools User ID is valid and active for the Production Server and make sure you do not have a typo or anything on it ...
