Error adding admin user

This error happens in my local test site so no URL.
PHP version : 7.4.33

Attempted creation of additional superuser but upon completing all fields I tried to hit INSERT button but it was inactive SOL.
Got alert about insecure connection (there is no SSL) in that environment but that shouldn't block insertion in database.
Disregard, got it in second attempt.
