Removing billing address from the equation

Good afternoon;

Is there a way to remove the need for a billing address from Zen Cart?

My cart deals with internal customers only and we do not have a need to collect that information.

Step two of the process requires payment information. I want to remove the need for the customer to have to enter anything on that screen such as a payment type or a billing address since none of my customers are actually providing payments.
