1 Turn on Free Shipping Options freeoptions and set the Total >= 0This is what I need:
0- Free Priority shipping for any order total, qty or weight. (no tax for any state except TN (for now))
1- $9.95 Priority Express option in case they need it faster. (no tax for any state except TN (for now))
2- Free in store pick up and Pay local sales tax obviously. (can order online and p/u in store)
Country: United States
Zone: Tennessee
2 Turn on the Flat Rate flat shipping module and set the amount to 9.99 and then, change the language file for flat.php to read Priority Express rather than Flat Rate
3 Turn on the Store Pickup storepickup
Tax should be charged for Store Pickup just because a person picks Store Pickup and it should apply your Tax as if the customer's address were in your state ...
NOTE: on your Shipping Modules, you should either change the shipping module with the Sort Order of 1 to have a Sort Order of 0 ... or, you should change all of the other shipping modules to be Sort Orders with unique values greater than 0 ...

I want free shipping to everywhere not just TN. It specifically states ;
Shipping Zone
If a zone is selected, only enable this shipping method for that zone.
So I am quite confused there.
I have changed sort order to 1,2,3.
I see no change in the storefront that indicates I did anything at all.

I tried TN , removed TN, you name it. This is crazy. I tried everything.
I give up.
No other shipping options appear. The instructions in admin make no sense to me.
Which core / template files handle the shipping and shipping options in cart stuff so I can go take a look myself.

Go to the Locations / Taxes ... Zones Definitions ... Do you have a Zone Definition for Tennessee set up?
If so, click on DETAILS ... in the DETAILS ... do you see anything added in the list? For example: under the heading of Country and Zone you should see United States Tennessee ...
If so, click on EDIT ... do you see the settings for:
County:
Zone:
If so, what do you see set?
If you do not see anything in the listing under the Headings, you need to click on INSERT and add:
Country: United States
Zone: Tennessee
Now if you want to filter your Shipping Modules to be only for Tennessee then you can add this Zone ... if you do not want to filter the shipping modules to Tennesse then you do not add any Zone Definition to the shipping modules ...
The Sort Orders are two fold ... they Sort the display order of the shipping based on the values used ...
If you add a Sort Order to a module, you need to add an unique Sort Order to ALL modules or when the list is built some modules can get overwritten by another module as the *key* on the Sort Order and the array built could cause things to be "overwritten" and things could appear to be "missing" ...

All zone info is in order.
Nothing for me is working for these shipping modules.
The shipping options appearing at all in client side.
Are you saying I have to install all the shipping modules and give them different sort orders then uninstall them?
The uninstalled ones have no sort order but, they have all been installed and removed at one point while trying to figure this out.
I really appreciate your help but, too many days trying to figure out these shipping modules will make this my last day in attempting to use this software.
I am at my wits end and far from zenned. I have never run into so much frustration trying to install cartware. Been at it since 5am straight just today alone.. Just for these shipping modules.
Can I P.M. you to take a look before I delete all my efforts. Sitting here awaiting each reply will just take too long.
