I need to charge tax only in Colorado

I set up other states with 0% since I do not need to charge taxes outside of CO but it still charges other zones with my CO sales tax rate when the should be no taxes to be paid. I have looked through the tutorials and forums and it seems like I have set everything up properly, please help.

I set up other states with 0%

First off remove/delete these as default is "0"
If there is no tax zone setup for a state then no tax is applied by default
Then check what is set in your shipping methods for Tax Basis it should be "Shipping"

OK thanks. Did all of that, but it is still applying CO state tax to all other states, I must be missing something somewhere...

Look at your Zone Definition for Colorado ...

What do you have set on the DETAILS?

That should be all that is needed there ...

Then, make sure you have the right setting for Configuration ... My Store ... where the default is usually Shipping

Basis of Product Tax
On what basis is Product Tax calculated. Options are
Shipping - Based on customers Shipping Address
Billing Based on customers Billing address
Store - Based on Store address if Billing/Shipping Zone equals Store zone

and for this one, default usually Shipping:

Basis of Shipping Tax
On what basis is Shipping Tax calculated. Options are
Shipping - Based on customers Shipping Address
Billing Based on customers Billing address
Store - Based on Store address if Billing/Shipping Zone equals Store zone - Can be overriden by correctly written Shipping Module

and make sure this is set to OFF or false:

Display Prices with Tax
Display prices with tax included (true) or add the tax at the end (false)

All default values are there, I saw another thread that said something about checking something in phpmyadmin, maybe you could help with that process, said something about bad data there

Yes, all are at default values. I saw another thread from 2011 where it said to go to phpmyadmin and look at some data there, maybe you would know something about that

Do you have other Zone Definitions?

Do any of those have Tax Rates on them of any kind?

If you go to Locations / Taxes ... Tax Rates ... do you see the Tax Rate for Colorado ONLY?

If you click EDIT, what shows in the right hand panel?

I have only one zone, Colorado, only one rate (2.9%), priority = 1
