Tax set for shipping to Wisconsin but cart is charging for shipping to other states

I read a similar thread in this forum, but it did not help me.

My shopping cart is set to collect tax for Wisconsin, but it is charging shipping to other states. For example, it charged a customer for shipping to Alabama. What do I have set wrong? I only want it to collect sales tax for WI. Thanks!

Look at your Zone Definitions and on the one that you use for Tax check the DETAILS and see that you have been specific on defining it for:
Country: United States
State: Wisconsin

Yes, I have it set for United States and Wisconsin in my Zone Definition. I have PayPal process my shopping cart. Could there be a problem with that? However, PayPal does work correctly for me with my other website, which has payment buttons and only calculates tax for Wisconsin.
