Making Changes to Main Page Tags

To make changes to main page meta tags, I have seen two different suggestions.

includes/languages/english/custom/meta_tags.php

includes/modules/custom/meta_tags.php.

I had always used the former, but decided to change one word in the latter to see if it affected my site and it did make the change.

Now I am curious which is the best one to use.

I'd vote editing the language file whenever possible (less prone to errors and supports multilingual sites)... Falling back to editing the "module / controller" code only when absolutely necessary... But just my opinion.
