My usual recommendation is to re-upload all the admin folders and files.

Your symptoms suggest that you've damaged the various admin-related tables in the database. Perhaps you were creating and deleting profiles or admin users? Perhaps you were adding or deleting admin pages? Perhaps you installed some plugins that mangled the data? or installed plugins designed for older versions of ZC or for a much older admin-profiles plugin?
Restore the following database tables from your MySQL backup:
admin_menus
admin_pages
admin_pages_to_profiles
admin_profiles.
