Hello all... i am making quite good progress on this thanks to picandnix.

I have successfully got a two page checkout process but would like to know if there is anyway to move the comments section of the shipping/payments checkout pages onto the bottom of the shopping_cart page.

Comments is a field my client wants if i can get that moved over then i will have the shopping cart page and when you click to "submit quote" instead of the default "go to checkout" it will take you straight to the confirmation page bypassing all the payment and shipping information which is irrelevant in this situation.

Any help would be greatly appreciated.

OK this is where i have got to so far.

There are two versions one which is based on COWOA and one based on the minimum info mentioned earlier in this post.

You will need to set your items as virtual with a $0.00 cost.
Disable your shipping estimator - ADMIN > CONFIGURATIONS > SHIPPING/PACKAGING

I need to finish this off and package correctly but it is a start - the files are set up to go into the classic template system at the moment. I have not done anything with the email templates yet.

If using the COWOA version you will need to run the SQL patch.

The COWOA version does not have the option to create an account
The other version does.....

My client decided he didn't want his customers to have to worry about creating an account thus i have the two version...
