Custom 404 Error every time I type % sign into form and click submit

My website shows custom 404 error every time I type % sign into form and click submit such as street address of log-in page. I also tested % sign in admin pages too. The website shows the same error every time I clock submit or save buttons. I'm using zencart1.51. I upgraded it from 1.39.

I think, the website shows error 404 every time when I write % into database. I updated it since 3.8. Can someone help me?.

I solved this problems, It is mod_security.
