Force shipping address entry

Is there any way I can ensure a customer enters a shipping address rather than rely on them clicking on the change button?

I will have several customers logging into the same account but they will need different delivery addresses. I don't want them to not enter a shipping address as this will cause a lot of confusion.

Any help / guidance would be much appreciated.
