There are only 3 files in the /logs directory (I deleted the previous ones earlier in the day): index.html, index.php, and .htaccess. I double checked and I definitely have debug mode/logs on

Check that you edited the USPS shipping module in your Zen Cart Admin and set the Debug to Logs ...
Then, go to the checkout_shipping page on your store ...
Next, in your FTP program, make sure to refresh the directory:
/logs
to see the newest logs that are created ...
And see if you now have a USPS shipping log that looks like:
SHIP_usps_Debug_xxxsomething_here_xxx.log

I refreshed the file from Filezilla, then went to shipping/checkout. Still no log files, but I continue to get the error message.
Can you check that the directory:
/logs
is writable? This is usually 777 or 755 ...
