What module (if any) would I use to allow what I'm seeking? I'm looking through the modules and either I can't see one or there isn't one.

You are already using the shipping module for charging 1 Flat Rate fee regardless of the number of products ordered ... that is the Flat Rate flat shipping module ...

Ok, my next question is. How can I offer free shipping if their order is say over a certain amount that I set?
