    Default Shipping order defaults to Free Ship

    A product with a cost of $200.00, with “Always Free Shipping: No, Normal Shipping Rules”, Goes to the cart as FREE SHIP.

    The setting are as follow:
    Under Admin>Module>Order Total, shipping is installed.
    This module is installed: true
    Sort Order: 200
    Allow Free Shipping: false
    Free Shipping For Orders Over: $50.00
    Provide Free Shipping For Orders Made: national

    Under Admin>Modules>Shipping, only active modules are FREE SHIPPING! and Table Rate Modules.
    FREE SHIPPING module settings are:
    Do you want to offer Free shipping? True
    Free Shipping Cost 0.00
    Handling Fee: 0
    Tax Class: Taxable Goods
    Shipping Zone: United States
    Sort Order: 0

    Table Rate Module settings are:
    Enable Table Method: True
    Shipping Table: 95:9.50,10000:10%
    Table Method: price
    Handling Fee: 0
    Handling Per Order or Per Box: Order
    Tax Class: Taxable Goods
    Tax Basis: Shipping
    Shipping Zone: United States
    Sort Order: 0

    Any ideas on what could be wrong?

    You appear to be charging shipping based on Product Price ...

    If you peek in the Configuration ... Shipping/Packaging ... what is the setting for:
    Order Free Shipping 0 Weight Status
    If there is no weight to the order, does the order have Free Shipping?
    0= no
    1= yes

    Note: When using Free Shipping, Enable the Free Shipping Module this will only show when shipping is free.

    Most likely, you need to set that to NO so that you do not give Free Shipping on 0 weight Products ...

    That brings me to another question. I don't know whether it should be addressed here?

    For example, if the customer’s primary address is in California, and the customer has two other addresses in their address book, one in California and another in Florida. If the customer changes the address from California to Florida at step 2 of 3 of checkout process, shouldn’t the California tax be eliminated?

    In my case, when the address is changed to Florida, it is still charging the California tax.

    I just realized that tax calculation is determined at step 1 of 3 of checkout process and NOT at step 2 of 3.

    It works perfectly.
