From the legend:
Green means: Taxes & Zones Defined
Yellow means: Zones Defined but not Taxes
Red means: Not Configured
Translation:
Green means: Taxes & Zones Defined -- the zone definition has both countries-and-states tied to it, and a tax rate associated with it
Yellow means: Zones Defined but not Taxes -- the zone definition has both countries and states tied to it, but no tax rates ... this is not necessarily a problem, because some zones may never be used for taxes
Red means: Not Configured -- there is no country+state associated with the zone definition ... ie: click the Details button and add whatever country+state combinations "define" the zone.
